Abstract: The world lives the antagonism of having to extend the international trade to develop the national economies, at the same time where the commercial barriers are being created to protect markets. Even with national economies more and more interdependent each day, the commercial relations between the nations indicate a hardening in the “game of international forces”, far from an adjustment of the diverging interests. The hegemonic economies compose bilateral agreements, forming economic blocks in detriment of the majority of the developing countries that negotiate in the international trade with unequal conditions. A multilateral agreement of worldwide homogeneous commerce could be reached more easily, if it wasn’t for a scenario in which the protectionism and the hegemonic interests of the main economies rule. Even with the increase of a legal capacity of solving international conflicts in the commercial field, the advancement of the international agencies in becoming the conditions of the countries in the worldwide commerce more equitable, has not been enough to conclude the main agreements and negotiations on agenda. Brazil has positioned itself with relative success on international negotiations in the commercial ambit, has advanced itself in the external politics, and demonstrated effort in seeking a multilateral agreement. Moreover, it has accomplished its role on the international agreements and it has received them in the Brazilian domestic law.
